I suggest you to follow the below steps for plug and play services and check if it helps.

    1. Press Windwos+R.
    2. In run type “services.msc”.
    3. Then locate “plug and play services”.
    4. Right click on it, disable and enable the service.
    5. Click on “ok” and then restart the computer, check whether the USB is detected.
click yes if your issue is solved

the computer is already detecting the device. but when I click on the device the files all show up as numbers. when I click on sandisk secure access, a blue screen pops up and says "for security and performance, this mode of windows runs only verified apps from the store.     D:/sandisksecureaccessV3_win.exe      I did try what you suggested and no change.

In Settings; Apps, change the "Installing Apps" dropdown, choose Allow apps from anywhere. Then reinstall the Secure Access software. The drive is encrypted and you can only access the files with the decryption software.
