New 4-Cell Li-Ion 2500mAh Battery won't charge, stuck at 0%

I bought a new 4-Cell Li-Ion 2500mAh Battery for my old aspire v5-571 p from the acer store. I plugged in the new battery and it didn't power on so I plugged in my original ac adapter and saw the battery was at 0%. I left it to charge and when I came back 30 minutes later it was still 0%. I tried a few things but I couldn't get it to charge. If I'm not plugged into ac power the laptop does not turn on so I assume I have a faulty battery. However I'm still not fully sure if there's something specific I have to do so if anyone knows something that may fix this please let me know. Also my old battery still works fine it just doesn't hold a charge as long as it did before, so this is how I know it's not the laptop's or the charger's fault.

    It's possible the new battery sat on the shelf too long, they gradually discharge over time. Try shutting everything down then plug it into the charger and let it sit overnight. If it's still at 0% or it gets hot contact Acer for a replacement.

    Does the new battery have the same voltage as the old battery?
    Yes both batteries are 14.8 v

    Have you ever tried to reset the battery and uninstall the AC adapter and battery drivers?
    I tried uninstalling the battery drivers that did nothing to fix the new battery. When it comes to resetting the battery I don't think my laptop has that because the battery is removable with a latch.
