Why won't my Acer Nitro 5 laptop charge even though it says it's charging and plugged in?

I've gone through many of the forums for battery issues none that I've read are like mine. My laptop says it's charging and plugged in but the battery percentage won't go up. I've tried restarting the computer and changing outlets.

    It is an AN517. This laptop is only 3 weeks old

    First do a battery reset. Unplug and press the power button for 12 seconds, leave it alone for 15 mins then plug back in and boot up, let me know

    If that doesn’t work the next thing is to recalibrate the battery meter. Unplug and use the laptop or leave it standing with sleep suspended, until battery is just below 10%, recharge battery to full and repeat for a total of 3 times. Many users with a new laptop miss the part in the user manual that tells them to fully charge then discharge the battery when the laptop is first used, this is to calibrate the battery meter and condition the battery

    Conditioning a new battery pack
    Before you use a battery pack for the first time, there is a
    conditioning process that you should follow:
    1. Connect the AC adapter and fully charge the battery.
    2.Turn on the computer and complete setting up the operating system.
    3. Disconnect the AC adapter.
    4. Operate the computer using battery power.
    5. Fully deplete the battery until the battery-low warning appears.
    6. Reconnect the AC adapter and fully charge the battery again.

    OK the first thing did not work so I will do your second suggestion. I'll tell you if it works or not

    While your using and draining your batteries, go here https://www.acer.com/ac/en/US/content/support-product/7312?b=1  click the BIOS tab and update your BIOS to v 1,22 that has all other updates so you only need that one. 
    Then go to Device Manager and expand Battery, highlight the two items there, right click and select uninstall for the 2 items that appear there, then restart your laptop, this will reinstall the battery drivers.

    Ok so when I ran the application it automatically restarted and installed the drivers. Do I Still have to uninstall the two things that appear there?

    No that means the drivers were missing and I believe there was a Battery Table update in the BIOS update. So just condition your battery and the problem should be solved. If it is kindly click Yes to did this answer your question

    Ok so my laptop still won't charge after all that you told me to do. The percentage won't go up or down so it still receiving some power.

    I ran a scan for viruses and there were none so I don't know what the problem is

    Given that you have followed all the standard battery charging troubleshooting steps with no favorable result, I think you have a defective battery and I would exercise your warranty, sorry mate,
