I have new Acer E5-576G-5762 with Windows 10 home-64bit (1909). I cannot access the internet from a public wifi. Wifi connects, however my browser (both Chrome and Edge)  never display a login screen. I can access the internet on my home wifi without any problems. I've tried re-installing the network driver, but the same thing happens. This is extremely frustrating.

In a public wifi many people try to connect to internet , so there might be problem connecting to it and if connects than it might be slow.
So since the home wifi is connecting on the laptop, the laptop dont have any issue.

I have no problem connecting to these public wifi/internet locations with my phone. It is not a speed/bandwidth/limited connection issue.  It is a problem with not seeing a login/access web page. It is a problem limited to this computer.

What happens if you try to load the browser after the connection? Windows is usually pretty good at recognizing that the login screen needs to be seen, but there are lots of times when it doesn't, especially when there's already a browser up.

I have the exact same problem on my Acer Aspire A515-52 - I've tried what seems like everything; rebooted my pc, reinstalled windows, uninstalled and reinstalling the driver, everything, but nothing has worked for more than 15 minutes, before the problems returns. I really hope somebody finds a more definitive answer, commenting here to get notifications on future interactions.
When I go into the device manager, I often find that it says the problem is either "Code 10" or "Code 43".

Still no login screen, and I cannot access the internet. I have tried different browsers too.

I don't understand what you mean by the problem returns. I simply never can access the internet. The problem is persistent. I have no error code.

However, I was able to perform these steps and access the internet on my last visit. Seems like a kludge:

    1. From the WIFI icon in the lower left system tray, select: Network & Internet settings.

    2. Select: Change connection properties, scroll down to discover your properties:

    SSID:                                    Starbucks WiFi

    Protocol:                             802.11n

    Security type:                     Open

    Network band:                   2.4 GHz

    Network channel:               6

    Link-local IPv6 address:     ffff::ffff:ffff:ffff:1234%13

    IPv4 address:                      xxx.xxx.xxx.xxx <-this address

    IPv4 DNS servers:                xxx.xxx.xxx.xxx

    xxx.xxx.xxx.xxx

    Manufacturer:                    Intel Corporation

    Description:                        Intel(R) Dual Band Wireless-AC 3168

    Driver version:                    19.51.25.1

    Physical address (MAC):    AA-AA-AA-AA-AA-AA

    3. Enter the IPv4 address for the DNS server into your browser.
