    I don't recall the previous feature name, but it's a setting in Windows 10 that seems like the wrong place to be looking. Windows Key -> Start Typing "Touchpad" and click "Touchpad Settings" -> Change Sensitivity to "Most Sensitive" and things like spacebar panning will now work in photoshop and illustrator.
