Cortana is acting like a typical wife - she just says but never listens

Whenever you click on the little microphone on the lower right corner of the cortana box it shows up a msg and follows to what could cortana do in the blink of any eye. A moment later a notification comes and says "we are adding a new feature to windows and this may take some time". On clicking, it takes you to the Manage Additional Features section and shows that its trying to download the English(IN) speech recognition however, the problem is it never downloads it. it gives you another msg a bit later stating could not be downloaded - an error has occurred. 

Could anyone suggest how to fix it?

    Set your Wi-Fi or Ethernet connection as un-metered.

    Cortana its a bit useless first service i had disabled completely part of the windows optimization process before undervolting it and repasting if needed but even after disabling it there is still one cortana service thats not cortana its the windows search service was renamed/included to/on cortana so that one will always be working
