Power Surge on the USB Port for ES1-433

Hello. My two USB ports arent working. And a notification keeps popping for me to restart or stop the USB. after choosing any of them. the same Pop up shows up.
I tried to uninstall it in device manage but it didnt solve the problem after being reinstalled.

Before it happened.
There is a Phone Charger extension plug in into the power outlet.
I inserted my wacom drawing tablet in the Charger that has the same USB port just to see what will happen to my wacom tablet.

After that i inserted my wacom tablet to my laptop usb port. and about 4 seconds it worked but its not the usual because normally it will work 2 seconds after i inserted the wacom tablet.
I then used the drawing tablet for a long period of time without any problem. but after shutting it down and using it the next day i got this Power Surge Pop ups.

The power surge popup suggests that the Wacom is now trying to use more current than the port can supply. Do other USB devices, such as a mouse dongle or USB pendrive seem to work OK in the USB ports? Jack E/NJ

The back Port where i inserted the wacom arent working and it also affected the other one even if i insert USB flash drive. But the port on the right side is working just fine.

Whenever i turn on my Laptop. the pop up will appear infinitely. i cant remove it. the only way to make it stop is to click the icon at the taskbar and dont choose between restart or stop. and just minimize the notification screen.

(2) Open Device Manager. Are there any red or yellow warnings?

On the HBK phone charger and the Wacom tablet charger, there should be one or the other polarity symbol shown below. Are the output polarities and voltages the same for both chargers? Jack E/NJ

Both of them doesnt have it.

Btw. i did reset my Laptop just to see if it will work again. but it didnt not. the pop up is still showing nonstop. what i did now is i disabled the notification.
i think the USB ports are now broken. and can only be fixed by changing them.

Unfortunately, the back ports are part of the mainboard. Did you do a full factory erase-everything reset using the ALT+F10 cold boot method? Do you have a multimeter with which we can check the voltage output polarities of the two chargers? Jack E/NJ

i chose reset:keep my files.
Sorry i dont have a multimeter.

Multimeters are cheap nowadays. Less than $20USD from a nearby electronics department or auto supply store. If the polarity of the phone charger is opposite the tablet charger, it's possible the tablet's battery was temporarily reversed bias. A reversed bias tablet battery could've resulted in a huge current drain when plugged into the USB port and subsequent failure of both back USB ports. Sorry, without a multimeter to confirm or dispell this reverse polarity possibility, the best way to rule in or rule out a USB hardware failure is a full erase everything cold boot reset. You should back up your personal files in doing a full reset. Jack E/NJ
