If it requires external 6pin power, then it won't work if you simply connect it to the PCIe slot.
Always post the following characterisitcs of the device:
    -Model number
    -Part number(not required, but helpful)
    -CPU
    -GPU
    -Operating system

Helios 300 and Nitro 5 users DO NOT update the BIOS to version 1.22 if you don't want the keyboard's backlight to turn off after 30 seconds even when the device is plugged in.

no, it's a model that runs without external power but it doesn't seem to boot. could it not be getting enough power from the pcie slot?

Usually the PCIe port provides 75W, but I am not sure whether it is the same on OEM systems.

Does the system not boot at all when the 650 is connected or it boots, but without any image output?

i'm not sure what you mean by that. fans turn on, no display output. i ruled out it being the integrated graphics by taking off the protective plastic and checking if there was a display output. the gpu was working a while ago on a new system from a friend, since they were upgrading and their gpu hadn't arrived.

By that I meant whether the PC turns on at all when the GPU is connected, but you already answered that. I also assume you are connecting the monitor directly to the GPU's port, not the onboard ports.

May ask what operating system your PC is working with and whether the BIOS is set to UEFI or Legacy? Also I need to know the OS of the PC in which the GPU was previously and whether the BIOS was set to UEFI or Legacy.

Some GPUs' can only work with either Legacy or UEFI BIOS. From the BIOS menu you can try changing between UEFI and Legacy to see if you will get any image output.
