blue light shield - quick access problem

I had to do a complete reinstall of windows 10 home, lost my quick access with the option for blue light shield. I cant seem to find the application and when I download to reinstall quick access it give me an error 
" Service "radio management service (RMSvc) could not be deleted. verify that you have sufficient privileges  to remove system services" 

I also had to reinstall Clemson university CCIT and grant them access to download application that are require for study.

any advice?

    Right click the Windows start icon. Search 'Acer Quick Access'. Jack E/NJ

    I had to install it separately, when I did that, AQA version 1.01.3023 was installed... the blue light shield option was not present. I've tired to uninstall and search for a later version. I get a message that states " Service 'radio management service (RMSvc)' could not be deleted. verify that you have sufficient privileges  to remove system services"

    Ive tried to run "services.msc" without any luck also

    Did you re-install the ACER-specific Win10 version from the hidden ACER recovery partition?  Jack E/NJ
