Windows reports BIOS as UEFI and version P01.A2. There are no updates available for bios, at least according to the Acer site. The gpu is seated properly. My problem is that the pc gets stuck at the bios splash screen, with it eventually freezing before i can boot into bios or boot order. The PC will boot with the old card, an AMD Radeon 5450. I have tried to remove previous drivers and it didn't help.

Boot using the old card and go into BIOS. Reset the BIOS to factory defaults, save and power off. Put the new card in and try to see if it'll boot normally.

Resetting the bios changed the resolutions it displays the splash screen at, yet the PC still freezes at the bios screen and I hear a short beep every 30 seconds or so

Actually, about 5 minutes later if I selected either bios or boot menu, the screen turns black and a while later it proceeds to the choice, and I am successfully able to boot into windows

For some reason, now the Nvidia drivers refuse to install correctly and I can't install it correctly

Let me clarify, when either I or windows tries to install the NVIDIA drivers, it does not install correctly and will only display at one resolution and it is zoomed in to the point i only see 75-85% of the screen, with none of the taskbar visible, with other resolutions being extremely corrupted. windows will also freeze during restarts so i can't boot into safe mode to uninstall the NVIDIA drivers with DDU. How can i fix this to be able to use the gpu normally. I have used the most recent version of the NVIDIA driver.

It's sounding more and more like you have a bad card. Contact the vendor and get it swapped out.

The card is fine, as it came from my step-brothers PC before he got a new one.  The card is not bad.

I suppose it might be some type of corrosion or contaminant in the slot, but your symptoms really seem to be related to corruption in the data flowing between card and computer.

Well, i dont think so, as 2 days ago, the drivers installed correctly and everything worked fine. The my pc restarted for an update andnow it doesnt work again. further digging into event viewer shows that the display part of the driver is failing
