Way to disable inertia/momentum scrolling?

Is there a way to disable inertia/momentum scrolling? i've done my best googling of the issue, but everything is either for touchpads i don't have (i have microsoft precision one that came with my laptop) or references drivers i cannot find (i cannot find any drivers at all for the touchpad, but apparently all my drivers are up to date?) I'm not very tech savvy, but am just so frustrated by how poorly and erratically the scrolling works, with some places (like facebook) scrolling glacially, while others (like steam) are too sensitive. combine all that with annoying flick scrolling so i can't even be precise, and i'm going nuts. Can anyone help?

    Press the Win key plus the R key. Enter "main.cpl" without the quotes. Try playing around with reducing/increasing some of the wheel scroll settings. Jack E/NJ

    There are no wheel scroll options. That lets me change what my pointer looks like, switch buttons, but nothing about scrolling

    Could you please go to BIOS settings(Press F2 button as soon as you press power button), move to Main tab and check whether Touchpad is in Advanced mode, if it's in Basic mode, switch to Advanced mode and see whether it helps.
