How to get rid of slight jitter on new monitor

I just bought a  new Acer XF270H 27" monitor and hooked it via HDMI cable to my Dell Optiplex computer running Windows 7 Professional

The problem:  Any little thing, like moving a mouse over a bookmark in the browser window, mousing over a menu on this website, or highlighting a word as I am typing this, or even just hitting the spacebar as I am typing this causes a tiny jitter of the entire window.  I can't keep the monitor if this can't be fixed. Monitor is set at 144hz, resolution: 1920 by 1080, and the display is set to "smaller" 100%  which all seem to be default settings.

Any ideas?

    That kind of symptom is usually traced to the cable either not making full contact or having a cracked wire internally in the cable. Do you have a different HDMI cable to try? How about testing at lower horizontal frequencies as well?

    Well the next thing that happened is I went to the CNN news site, and when I clicked on a link to read one of the articles and a video automatically started, the screen immediately went blue with dense horizontal blue streaks across the monitor.  Could it have been a bad hdmi cable connection from the computer to the monitor?  Well, it's too late to know because I returned the monitor to Best Buy and ordered a Dell
