Have you tried to see if the TV has an audio option for 5.1? I.E. changing audio from it's auto default setting?

It could be that the PC doesn't support the ARC/CEC functions and an option may be to use the optical output if available.

May I ask what's the model of the PC that's being used?

Let's try changing the audio function of the TV from auto to hdmi.
    • Press Home on your remote control, scroll down to Settings and select Audio > HDMI
    • Some channels may also require you to change the audio setting within the channel. For example, Netflix may require you to select “English (5.1)” under “Audio and Subtitles”.

Does your sound bar have HDMI in/out?

Also, when you highlight the Intel Display Audio then select "configure", it doesn't have the surround setting listed?

Well ARC is designed so that you can use a remote control for your sound bar to adjust volume on the connected device (PC).
Normally PCs hdmi ports are one way sends and can't receive so it would be difficult to find a PC that does work.

If you connect PC > sound bar hdmi IN > run hdmi OUT of sound bar to TV you should get your 5.1

When I select configure the options tell me that Dolby Digital and Dts are encoded.

My soundbar has both hdmi in and hdmi out. I've try connecting pc via hdmi to soundbar but pc doesn't support arc. Apparently I will need an audio converter for pc's mini audio jacks to optical for soundbar
