The cpu speed is stuck between 0.36-0.38 - aspire v15 nitro

I am new to this community because im facing an annoying problem that i cant solve it for few months, maybe a year. 
My laptop specs is aspire v15 nitro, i5-6200U, GTX950M. I use my laptop for gaming such as csgo and dota2 just basic gaming that doesnt require too high cpu speed or gpu that may cause burden to my laptop specs. But my laptop will always face a problem that CPU speed will limited between 0.36-0.38 even in high performance settings. I had sent for repairs in Acer service centre for more than 3times, and i changed 3times motherboard. 
Therefore, my question here is, is it the quality of ACER product really that SUCKS or maybe it is another problem cause the cpu speed limited between 0.36 - 0.38? But i had sent repairs for 3times within 2years and changed 3motherboards, im really tired of sending repairs. Hope some expert able to solve my problem. Thanks in advance

    Ever thought that power might be the reason for this? Maybe your CPU is not getting enough power, probably the reason for the issue would be lack of power disturbance.

    you mean how frequently i send my laptop for repair? changed 2motherboard within 2months?

    How am i possible to overcome the problem of lack of power disturbance? I charge it while playing game, setting also set it to high performance, but the cpu speed same limited between 0.36 - 0.38.

    Sorry, im not an expert so i may answering the wrong question. If you said as in GHz, normally charge and high performance setting it can boost up to 2.8GHz, but when it goes crazy, the fans boost up to the max and shut down, the speed will limited between 0.36 - 0.38GHz

    How long does it take to go crazy at this 2.8GHz level? I'd expect max fanboost shortly after reaching this. But not a shutdown if the laptop is plugged in and properly placed above a hard surface.  Jack E/NJ

    Sorry for the late reply. It can goes crazy anytime, sometimes i just start up then the fans start boosting to the max speed and lower down again. Then the CPU speed will not run higher than 0.38GHZ. Even though i restart my laptop, the CPU speed remain same, will not exceed 0.38GHZ. I do placed above a hard surface and charging my laptop. So i hope i can find the exact problem, instead of keep sending repair and chaging the motherboard that doesnt help at all.

    No, but i dont think is the charger problem? I tried to use on battery, the cpu speed same stuck on 0.36-0.38GHz, even i open a youtube video, the processor also cant even support and cause the video keep lagging. (The video is fully loaded, not internet problem.)

    Erm, because i tried plug-in and on battery mode. Both also nothing change, Cpu speed same 0.36-0.38. So why will it relate to charger problem. (Just what i thought, no offense.)

    Some CPUs won't boost unless the charger can deliver enough current to not only maintain/charge on the battery, but to also supply the higher power needed to run the CPU at 2.8GHz. If your charger can only provide enough to maintain the battery at 0.38GHz, it may only reach 2.8GHz for very short times on 100% charged battery that's plugged in. You've changed 3 mainboards with no change. It's time that you tried another known-good charger to eliminate that possibility. Jack E/NJ

    But what if i just want for normal use without charging, like doing some task in public? The cpu speed still work weird, that cant even follow up my typing speed.

    Many model throttle the CPU unless plugged in to save wear and tear on the battery. But it should definitely not affect typing speeds --- that's an entirely different issue. I suggest that you another charger to either rule out or rule in the charger as the problem. (2) Jack E/NJ

    I hope you already fixed the problem since it passed a whole year. Well I got great and simple solution from another thread of the same problem.

    thank you so much, I just made an account to say thank you. This was driving me crazy.
    For somebody else coming across this thread: run the app, look at temps to make sure there's no cooling issue (<40C is great). Enable these settings: speed-step, speedshift, c1e, high performance. Disable BD PROCHOT.
    Sit back and watch your CPU stretch its legs again like in the good old days. Also keep an eye on the temperatures, if it goes above 80 C or 90 C for a long period of time, you might have cooling problems (thermal paste, dust, bad cooler contact, bad fan, cracked heatpipe, etc.).

    the same thing is happening to my ryzen 2200u from time to time. i have noticed that it is happening after waking from sleep/hibernate.
    so, after a restart, the problem disappear. my suggestion is to turn off fast startup.

    I SOLVED IT!!! In my case, and after reading this forum, I managed to detect the problem with my ACER! I noticed that the fan did not spin during Windows startup. I replaced it and, MAGIC, the CPU and frequency reached maximum levels of 100%!! Thank you guys for your help. Without you I wouldn't have gotten there. 😀😀😀
