Acer Iconia B3-A30 Unsolvable Screen Overlay Error Message

Several popular apps on my tablet won't work and stop with a popup dialog box stating that I have to open settings and allow the screen overlay permission for this app. I click on the Open Settings link at bottom of this popup and I'm taken to a screen where several apps are listed with a Yes/No setting in relation to screen overlay permissions, but the very app I'm trying to use is not listed and there is no apparent way to add it to the list. Please help.

    I just wanted to provide more information on what I was seeing: "Screen Overlay Detected. To change this permission setting, you first have to turn off the screen overlay from Settings > Apps. OPEN SETTINGS". I figured out that it was an app called Cool Tool that was causing this because it superimposes its display elements on the screen even when another app is open. See article on Android Pit titled how-to-fix-screen-overlay-detected-error for more information (unfortunately I'm not being allowed to post the link here). That's fine. I want that app. I'll make the necessary adjustments myself and hopefully steer clear of further issues with this. Thanks!
