My old computer wouldn't charge so I had to have a new one shipped in. At the moment I have both computers. How would I transfer the data from my old one to my new one?

There are many ways to transfer file from your old computer to new one.
If you're a hands-on sort, one of the simplest ways to get your new computer loaded with all your files is to manually move them.
Plug your old computer into a USB flash drive or external hard drive. Simply copy your files onto the external drive, unplug the computer, and then plug the storage device into the new computer and reverse the process to load the files onto it.

you could also try connecting them to the same network(wifi) and transfer files using the network.
open file explorer and go to network. this way you won;t have to copy from old to usb then usb to new

How would I do this if I can't charge my computer? ( Meaning that the computer has no battery power at all and won't turn on. )

Remove the Drive and transfer it to the new one? Won’t that do the trick?
Or I think the best way to do it is to go to the nearest Acer Service Center and get help. If the old unit has some sort of battery issues then let the acer service center change it then you can transfer files manually or via network groups.
