Veriton N4620G.  Used to boot at slight power button touch.  Now it takes at least 20 sec to keep button pressed  (until the button is lighted) to be able to boot.

is the same PC with 3 beeps BIOS code?

are you sure your PC is completely shutdown and not in sleep mode?
had you try to unplug the power cord for 10-15 minutes, plug it in and power it up?

if it still takes 20 seconds with the power button pressed, can be a motherboad bad capacitor or failing PSU unit.

Thanks a lot for your latest comment. Now it becomes even more interesting. Yes, it is the same computer, and at about the same time I started to have another problem, it doesn't wake up after sleep/hibernate (see my 3rd post).   I listen to your advice and unplugged it from power.  And sure enough, it started to boot by a slight press of the power button as it used to.  Even more, after unplugging it boots normally, without 3+3 beeps, but I have to unplug it every time after shutdown to behave like this.  I did some investigation and found out that after I shutdown the comp, the fan continue to work until I unplug it (didn't pay attention to it before because the noise level is so low, I have to literally press to my year to hear it). I have a feeling all my problem are related, but can't figure out how, especially how the unplugging cures a potential RAM failure. Any good hints would be greatly appreciated.

try to disable fast startup on windows 10 first:
    https://uk.answers.acer.com/app/answers/detail/a_id/37059/~/windows-10:-enable-or-disable-fast-startup
(this will disable hybernation and hybrid shutdown)

if it works, probably the BIOS is not compatible with that feature (maybe there's an update to fix it) or a software/driver is blocking the complete shutdown.
