Acer one cloudbook 14 ao1-431-c8g8/ Computer turns off then off then off ... Never ending process

Was having trouble with my laptop which i bought a few months ago. i was having high cpu/memory/disk usage i tried many solutions and none worked.
So i decides to reset my pc and it completed the first few steps but then i had a problem with windows installation part it was stuck at 66% percent. It would jump to 86% or 99% then reboot and go to 66% again or jump down to 64% or back to 66% but it would keep rebooting and it was doing this for 12 hours so i decided to try to open command prompt.
I typed this in & hit enter "bcdedit /set {default} safeboot network" i did that while my computer was still stuck at the windows install screen and it rebooted while i was still in command prompt now my pc is stuck in a reboot turn onn and off state. It turns onn and shows acer loading then screen goes blank, and it then goes back to acer loading screen and repeats the process and it keeps doing this while my computer is on. When i turn my computer off it stops but once it backs on it keeps doing this.
Any help?

    Create a bootable USB windows 10 installation media:

    https://www.microsoft.com/en-us/software-download/windows10

     

    check if you are able to boot from it and do a windows clean install wiping your SSD.

    Which media should i click? 

    Usb flash drive or Iso file?

    Im guessing usb because i don't have a cd player??

    Try USB first.

    nvm can't even download the windows tool my other laptop doesnt have enough space it says. But i can get the bios menu open by pressing f2 during startup. But im guessing thats pointless without the tool downloaded to my usb

    yes, you need first to create a bootable USB windows 10 installation media, using the Microsoft tool.
