Acer Aspire Not Booting

My Acer Aspire V5 loaded with 8.1 tried upgrading to 10 from web. Now seized up won't boot. Any idea what next

  update using an USB bootable flash drive or do a clean install if you don't need to recover your personal file:

  Thanks Ironfly - problem is I don't have a USB bootable. Can you down load on to another computer?

  yes, you can't create the USB bootable Flash drive on another computer.
