If I wipe C drive clean, and boot laptop, will I get Windows OS-allowing me to copy backup to C?

I am having issues with Aspire laptop and I'm thinking I should wipe C drive clean and, using external terabyte drive, reload (i.e., copy) the backed up C drive folders/files/applications, et. al. but I am not sure I can do this.  My question therefore is simply, if I wipe C drive clean, will I still be able to boot the laptop and get Windows OS to function enabling me to do a backup-to-C drive copy (essentially loading back all files/data AND programs [e.g., MS Office apps] stored on the backup?
