As this is a hardware issue, you are advised to chat with Acer technical support through the link below and check if that helps:

    Hope this will help you.

You're using Windows 10 Technical Preview.  Hmmm.

If you made a USB recovery drive before you installed Windows 10 Technical Preview, you should give that a try.  You're probably going to need to run diskpart clean to start fresh with Windows 8.1....and the recovery process.  When it (the USB recovery drive) asks you if you want to re-partition the drive, you should say yes.

If you didn't make a USB recovery drive before you installed Windows 10 Technical Preview, you can order your recovery software from Acer.

    https://store.acer.com/en-us/extended/recovery/

Or if you just want to do a clean install of Windows 8.1 (without the pre-installed Acer software), you can here:

    http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media

You'd need to get drivers from Acer website.  Install the chipset driver first.

Also, check to see if you have the latest BIOS and Windows updates.

    Good luck.

Microsoft recently released an optional windows update for Intel micro code for certain CPUs. Not sure if that applies to you. But I would try if nothing else worked.

Another thing to look at is your Power settings.  If you're using an older USB device, it may not be playing nice with your power management settings.  You can try to adjust the power management settings for your USB devices.  Or use a different power management profile.

Basically, one of your USB devices may be going to sleep and not waking up.

I was using an old logitech webcam (from around 2006) that gave me the power state error.  I stopped using the webcam and the problem went away.  But I noticed there had been a few windows updates including optional windows updates that might address certain USB device errors.....so I installed them......and started using the  old webcam and haven't had that error since.

Edit: I also updated the BIOS, so I can't really pinpoint which update solved that problem.  If you had previously adjusted your power management settings, it's usually best to start with the default power management settings when you are troubleshooting and go from there.
