Aspire E1-510 fan not working in windows / works in BIOS

    Note sure what your situation is. My fan was turning off because the CPU was cold. The computer was running very slow. This led to the owner thinking it was overheating because the fan did not work. After some tinkering, i figured out that the clock was reduced to minimum. So it was running so slow that it was using no power, and therefore not getting hot at all.

     

    Only other thing i have seen is to check that its on the latest bios. There is no software that can control the fan. I use coretemp to read the tempurature. On this laptop, coretemp reading defaulted to the DISTANCE TO MAX TEMP. Instead of just showing the current temp. So when someone sees the temp at 75, they think its hot. When in fact, it is 75 degrees from MAX TEMP. if max temp is 100, that makes the actual temp 25.

    It literally burns my hand if i put it under it. So there's no doubt its hot

    If you have already tried a bios update... And fan is set to active... Maybe try a new fan. I found one on ebay just under $40 all in. For now you could try setting max cpu to a lower value to try and cool it down. It will run slower but if it runs cooler that may tell you what the issue is. High cpu usage will make these things run hot. Virus/malware/bloatware will cause high usage.
