B286HK cutting off bottom of screen

I have recently installed a B286HK that I am running at in Windows 8.2 at 3840x2160.  After a lot of adjustments I got it to work well with most of the office suite - a pain.  I am not trying to use it with either TurboCAD or Adobe Illustrator.  In both cases I can barely make out the icons and the bottom of the screen where a lot of the controls are located is not visible.  I've played with resolutions and text size but nothing seems to work.  About ready to return this thing.  Any suggestions???

    There is nothing wrong with the monitor. Its windows ( windows 10 will upscale better according to Microsoft) inability to upscale correctly. Also, Adobe is the worse software manufacturer when it comes to high resolutions like 4K. I cant barely read the menus and lower bottom area of premiere pro or photoshop. The last time i checked the forums Adobe said that they were working on a solution.

    I enjoy my 286hk a lot. If it wasnt because of Adobe, everythng else scales much better and i cant say enough of having my PC almost at "retina" display resolution level, just shy of my macbook pro.
    Try watching some 4k videos on youtube, it is totally amazing. But i understand that if you have to work every day on Adobe applications, not scaling can be a pain. Hopefully Adobe will fix the problem. They are in the imaging business and its hard to believe that they are so slow at it. This problem has been brought to Adobes attention over two years ago.
