You may need to check if the device is getting displayed in your Device Manager. To open Device Manager, you can follow the steps below:
    1. Swipe in from the right edge of the screen, and then tap "Search".
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then click "Search".)
    2. Enter Device Manager in the search box, and tap or click Device Manager. If asked for admin password, please enter it appropriately.

Once you are into Device Manager, double-click or double-tap the device category and see if your webcam is getting displayed in the list. If it is displayed and if there is a yellow icon besides it, there may be some issue with the device. To troubleshoot this, click or tap the device, then click or tap "Action", and then click or tap "Properties" to see details about the webcam. If the drivers of your webcam have not been updated recently, you can use "Download and install drivers" to update the drivers. I am not sure if this will help but, you can refer to the following link for some more troubleshooting steps:

If the webcam is not found in Device Manager, it is recommended to contact Acer technical support through the following link:

It is displayed on the list and there is yellow triangle, and the drivers are up-to-date. I may try rolling this back to Windows 8.0, I never had any problems until the new upgrade.

It is recommended to update the chipset drivers as well (if you have not done this already). To know, how to do this, you can refer to the following link:

If the issue still persists, you can try restoring your system to an earlier point when it was working fine. To know how to do this, you can refer to "Restore your PC to an earlier point in time" section on the following webpage:
    http://windows.microsoft.com/en-us/windows-8/restore-refresh-reset-pc

If you are still facing the issue, you can try rolling back the Windows upgrade. To know more about this, the following link can be helpful:
Important: The following link is of a third-party website. It is recommended to upgrade your security software thoroughly before clicking on the link.

I ended up rolling the sytem back to 8.0. Once the rollback was completed I tried to update it to 8.1. The update failed and the following message was displayed, "Failure configuring windows updates, reverting changes Do not turn of your computer". At somepoint, this process failed and I was left with no choice but to do a factory reset.  I know have windows 8 and it's running fine but I can't install anything and any of the updates I try to install fail.

As you were facing issues with your webcam, has rolling back your system to Windows 8 resolved the issue?

To troubleshoot the error "Failure configuring windows updates, reverting changes Do not turn of your computer" you are facing while attempting to get updates, you can refer to the following Microsoft support page:

I rolled the system back to 8.0 and that solved all of my problems.
