Microsoft Update installed a new graphics driver for my W700 i3. Seems to correct many of the display issues.

Driver version is 9.17.10.3347

Forget it. Acer let the people out in the cold. I am mind with Acer in Netherlands (Den Bosch). I have here also a I3 processor from a 2nd generation of Intel. Support was lifted after only few months, by Intel and Acer says simply: buy but another. Soon but even a real Microsoft tablet buy

You can check here on the intel site to the correct processor type. Then let's see what latest drivers you have. I have the latest 9.17. x. x driver and this has quite an expense in the store of problems and on youtube.

    DON'T BUY ACER ANYMORE

I have to agree with you.  My W700 is the worst piece of junk I've ever had the displeasure to own.  It freezes up frequently. The screen is usually unresponsive to touches and it takes longer to do anything than the old 286 PC I owned back in the early 1980s. I can't imagine why anyone would buy a tablet for anything.  It's totally useless.

It sure sounds as if you have something wrong with your machine. My W700 is smooth and pretty much everything works as expected. I use it as my primary system, since it's so handy. The desktop and laptop are only used occasionally... I am also running 8.1 on mine, but I have upgraded to Pro.

This one has been this way since I first got it, so I've assumed that's just the nature of Acer tablets.  I have to tap on icons and links repeatedly to get them to open, and the screen images have no intermediary size between tiny and huge, so I need a pointed stylus to click on anything.   Ironically, I'm typing this on an Acer Predator G3620 that is incredibly fast.

Try booting in safe mode or doing a clean boot (Google either for instructions) to make sure you don't have a runaway app running in the background. Something that's constantly refreshing the device list or hogging network timeouts could give you that type of symptom Also fire up Device Manager and make sure you don't have any questionable drivers installed (or not installed).
