Turns on but touchscreen not working to enter password. Have tried the soft reset but it didn't work. Not very happy. Out of warranty period by 1 month. Where is the nearest service centre in South Australia?

You still have the option of a hard reset which will wipe the device and return it to new condition, worth a try.

So how do I do a hard reset? I can't get past the enter password screen to get to the factory reset section.

Tried to do a hard reset. Got as far as the welcome screen but unfortunately the touch screen does not respond so it can't go any further to setup. Not sure where to go from here.

This is the method using the power and volume keys, there were two methods in the link I posted, I think you chose the wrong one, you do not need to touch the screen :

Power off the tablet. Press and hold the Volume up button, which is located closest to the touch screen lock switch. With the Volume up button held, press and hold the Power button for 3 seconds then release it. Continue holding the Volume up button. Once the tablet screen turns on, release the Volume up button. On the Select Boot Mode screen, select [SD Image Update Mode]. Use the Volume up and Volume down keys to navigate through the menus and use the Power button to select the desired option. On the Android system recovery screen, select wipe data/factory reset. When prompted to Confirm wipe of all user data, select Yes -- delete all user data. On the Android system recovery screen, select reboot system now. Your data will be erased. Your tablet will reboot and go to the Welcome screen. Follow the onscreen steps to setup your tablet.

I chose the one using the power and volume keys. It went well until it got to the part where it needs the start button pressed to start the setup process. Can't press the start button as the touchscreen still doesn't work.

Unfortunately, it does sound like a touchscreen issue with the information you've shared. Have you tried contacting your local Acer support team?
