ICONIA W510 USB port on keyboard not working - 2

The USB port on the docking kbd is not working, but the USB port on the tablet IS. THis happened a month ago under preloaded Windows 8. Took the machine to the repair shop. They said it's a softwre (driver) problem - there is not driver for the port.

I installed Windows 8.1. The port on the keyboard worked fine... for two weeks only. Today it refused to work again, while the one on the tablet works just fine. All suggestions to repair the problem in this forum failed. I tried to update the driver - 'The driver is up-to-date.' Problem persists.

The behaviour of both USB ports is erratic - sometimes work, sometimes not - and it depends on the sequence of plugging the devices. Today I have no problems and the sequence was

    1. Start the computer on battery docked on the keyboard.
    2. Log on in Windows, go to Desktop mode
    3. Start Windows explorer and wait until it appears.
    4. Plug in the USB devices.
In my opinion plugging the USB devices before Windows Explorer creates problems.
