Your Aspire GX-281 desktop does not have a VTD function (Virtualization Technology) setting in its bios, I suggest that you enable the Advance > CPU and ChipsetConfiguration as this gives access to the submenu to enable or disable various Intel technology functions and configure video memory settings, which should enable virtualisation functions.

Virtualization should work without the specific VTD functions in bios specific setting, if you want to use a software like Oracle VirtualBox software you don't need the VTD settings. Good luck and hope this helps you out, as if this doesn't fix the "need to enable virtualization" then those software's that you are trying to install, are not compatible with your Aspire GX-281 desktop.

Change the setting below in the bios to the Enable

I also have to assume you mean GX-281 when you say GX.28… I don't think they made a GX-282 or 283, or … It would help though to know for sure what you have. Your full model number is usually on the same sticker as your serial number, it should look something like xxxxx-xxx-xxxx. For the GX-281 the onboard GPU is enabled and disabled by installing a GPU card int he PCIe x16 slot. The BIOS just reflects the status. You don't have a VT-D option in the BIOS because your system isn't Intel based, it has an AMD chipset. Unfortunately it doesn't look like Acer included virtualization support in the GX-281 model line, so your only choice is something like VirtualBox instead of Hyper-V.
