Nitro5 AN515-58-730E-Query: Why does not the CPU boost to 4.7Ghz while playing?

So I have an acer nitro 5 AN515-58-730E, I noticed while playing or just in desktop my CPU will never go above 4.1Ghz, but in the intel webpage it clearly says this processor is supposed to go all the way up to 4.7Ghz , if you have any fix please tell me i've been looking into this for a while now.

    So I am already using the ultimate performance power plan ( also used high perfomance one), I have turbo boost enabled and my cpu while gaming reaches 80C which is not that cool but I know it wont be enough to throttle the cpu, I have the latest drivers for my bios which is V1.16 if i'm correct, after messing with this problem for what feels like 6 months I am unable to fix it.

    I forgot to mention I am also using performance mode from nitro sense to get rid of any power limit
