I know of at least five different models of the CB515 series, with different specs for each year. Your full model number is usually on the same sticker as your serial number, it should look something like CB515-xxx-xxxx. Which version of Android is support with yours? The ability to install APKs in Developer Mode was removed from ChromeOS in version 108. If your Chromebook has been upgraded to Android 11 (ArcVM) then you can install an APK file from the the right-click menu in the Play Store file manager of your choice.

First, make sure the Chromebook is not in developer mode. Then go to settings and turn on Linux (if you haven't done so before). Once Linux is available open the Linux settings and you'll find a new option 'Develop Android apps', open that option. Toggle enable ADB debugging and the computer will restart.

It sounds like you’re running into the common issue where the developer mode or Android subsystem isn’t fully enabled on certain Chromebook models. Sometimes, depending on the ChromeOS version or device restrictions, the 'Develop Android apps' option might be hidden or disabled. You may want to check if the Google Play Store is fully set up on your Chromebook, and also confirm that Linux (Beta) is enabled, as some APK sideloading depends on that. I’ve had similar experiences when trying to install apps that aren’t available in the Play Store. For instance, I use Instagram apps like instander on my Android phone to get more features from Instagram. While APK sideloading works easily on Android, it can be tricky on Chromebooks unless all developer options are properly configured.
