monitor no longer working on a higher refresh rate, acer KG272 S

at first the monitor used to work on 144hrtz then after couple of months a little black screen popped at the taskbar i played with the settings and it turned out lowering the hrtz removed that black screen, 2 months later same thing happened so i did the same thing and i turned it down to 100, and it happened again and again until my hrtz are now at 60 and if i return it to its normal state [144hrtz] a huge black screen popps up covering half of the monitor, i updated the drivers i checked with other cables i switched the ports on the pc nothing fixed it, i saw a post having the same issue as mine but when i did the same solution witch is turning "ultra low latency" to off, it let me set the 165hrtz but it was exactly like i was at a 60hrtz and i checked with another program and it said my fps were 60. i also saw the replies on the post and some person had the same issue they did the same thing and it felt like they are still on 60hrtz.

    Sometimes, the problem with your monitor's refresh rate might be caused by a faulty or incompatible cable or port. For example, some cables or ports might not support high refresh rates or resolutions, or they might be damaged or loose.
    Monitor's mode probably was inadvertently changed to standard 144Hz. Check monitor's OSD. Try setting mode from standard to racing for 165Hz. Follow OSD directions for gaming user mode below.

    as i said i have checked with other cables and the issue was still there, i also changed the ports and it did not help, i also changed the monitor's mode to racing and the other mode's but still the black screen still popped up when i changed the hrtz
