PO3-640 won't start, Continous beeping (1 long, 2 short) - possible RAM or Video card Issue?

On start up, fans light up, the PC emits beeps, one long two short , continuously, but doesn't start. I've checked the RAM sticks, one by one. No change. I've read it may be the video card card, but I'm not sure how to proceed now. Help please.

    One long, two short is an indication of a problem with the video. Which GPU card do you have? You might give reseating it a try…

    This could be related to the power supply, video card, or RAM. The beeping allows the computer to communicate an issue during the power-on self-test phase.
    One long beep and two short beeps mean you have a problem with your graphics card. One long beep followed by three short beeps tells you that the graphics card hasn't been installed or there is insufficient memory. One high-pitched beep followed by one low-pitched beep means there is a CPU problem.
