What do you mean by turning on the laptop? Could you please post the full model's name, like A315-xx.
I don't understand when you say "when power is applied", did you mean when the power cord is connected?

Press power button once, if you keep on pressing it will switch on and off, so one press should be enough to start the laptop.

I understand, but I want the laptop to turn on when the power cable is connected and the lid is closed.

Go to Control Panel, Hardware and Sound, click Poweroptions, click "Choose what closing the lid does", select "Do nothing" like shown in my picture, that's it, the windows will run while the lid is closed.
