FPS drops and stutters in EVERY GAME with my brand new nitro 5

i have my nitro 5 for about 3 weeks now and since last week im experiencing nothing but frame drops and stutters in every game i play.
Example: Fps will drop from 200 fps to 120-130 fps with an insane stutter
then when my fps drops by just 3 or 5, stutter.
in some games im stuttering when my fps drops by just 1.
drivers are up to date and i even reinstalled my gpu driver, nothing.
reinstalled windows, nothing.
changed power plan settings etc, nothing.
Temps are normal, no throttling.
followed like 20 tutorials on how to get rid of it, nothing worked.
No bottleneck.
- no i cant change anything in the BIOS since acer still uses a BIOS from 2008
- no i cant undervolt or anything (CPU is locked)
My specs:
- i5-12450H
- RTX 4050 6GB
- 16GB DDR5 RAM 4800MHz
- 1x 512GB SSD
- 1x 1TB SSD
i just got this laptop, someone PLEASE HELP!!

Hi check this guide:
Make sure the battery is charged to 100% and keep the power adapter plugged in 24/7, check Task Manager Processes-Background apps that these don't exceed 80, uninstall all pre-installed bloatware and 3rd-party browsers/virus checkers. Disable syncing to stop telemetry (Cloud).

I did all this already. The stutters occur even at 30% Utilization. Graphics setting doesn't matter, keeps stuttering, capping it under my refresh rate doesnt work, turning v-sync on doesnt work, not in game and not in Nvidia. The only thing that makes sense to me is that some kind of chip in either my CPU or GPU just died. Which is very odd since i just got this laptop 3 weeks ago. Either way this should NOT be happening, especially this soon.

CPU temp stays around 75-85°C sometimes it spikes to 92-94°C but it doesnt throttle.
GPU temp doesnt exceed 80°C
My throttling temp is 100°C so its not that.
And i made sure that it wasnt throttling by having Throttlestop's limits open, not a single box.
I'm basically looking for an "outside the box" solution if you know what i mean.
I tried every standard solution already..

throttling limit 90°C not 100°C. First I recommend to turn off turn boost and play games. It it still has fps drops and stutters in game them it's not temperatures.

How are you gonna tell me what my throttling limit is? Its not 90. Thanks for being a smartass and pointing out yet another obvious solution that i already tried. Please dont reply to this anymore.
