Your oem Aspire XC-1760 desktops Intel Core i3-12100 can be definitely upgraded to the Intel Core i5-12400F or to the top of the range i7-12700 or i7-12700F but make sure that you upgrade the last XC-1760 bios version R01-B1

With the ram you must have bought the wrong specification CL ram or speed or one module is a 2133MT/s ram as that is the only reason why your ram would run at that 2133MT/s speed. The correct and compatible ram for the XC-1760 desktop is the DDR4-3200 • CL=22 • NON-ECC • UDIMM • 288-pin • 1.2V • 2Rx8/1Rx8 • PC4-25600 type ram and should be placed into the 288pin DIMM slots like the shown in the table below. Also there is a good upgrade reference at Crucial for the XC-1760 so look at that too. Good luck and hope this helps you out.

Very likely the memory you bought is advertised as 3200 XMP memory. Since your system doesn't support XMP overclocking, the memory runs at it's base speed of 2133MHz. Return it and purchase the correct memory 3200MHz without XMP instead.

As Corsair says on their website: Performance Profile XMP 2.0. That means it requires XMP overclocking to reach that speed. As you found, the base JEDEC speed for that memory is 2133MHz.
