Hi, use your power adapter with the barrel plug and not a USB-C charger, uninstall all the bloatware, freebees and 3rd-party browsers-antivirus checkers on your laptop with Windows Add or remove programs. In Windows Services stop and disable accSVc, acsSVc and acerAgentSVC in Properties Startup type and click on Apply. Reboot and see if the battery charges to 100%. If still won't charge to 100%, reset the power plan to factory default in "Edit Power Plan", reset BIOS with F9 in BIOS and save changes on exit BIOS. Boot to Windows and uninstall these 2 battery drivers (see picture) and just reboot.
