My laptop keeps slowing its cpu down to 199.95 MHz while I'm gaming on it, I do t know why it does it but the computer is extremely sluggish and basically unusable at this cpu frequency and every time I use it for an extended period it does this, vpu-z shows the multiplier can go from x 8.0 to x 46.0 but it's at x2.0. after leaving it on at this frequency for about ten minutes on the desktop it comes back to normal frequencies

Try to do a Hard Reset as it could be that your laptops EC and Chipset chips get frozen and a reset could be a good thing to rest these programable chips software, especially the EC chip. Also make sure that you have the latest NVidia graphics drivers and play your games through the GeForce Experience software, with the NVidia settings for games, as the GFE also update the NVidia gpu to its latest driver and also make sure that you are running the last AN517-54 bios version: 1.20 of your laptop and you have installed whatever windows optional driver firmware update that they might have for your laptop, as doing all these updates will help your laptops performance and components like the cpu/gpu to perform at their best.

    Hard Reset procedure:

Unscrew the eleven (11) screws of the back cover, pry the right edge side first to release the latches of the back cover and pry the back cover open, take the main battery out first, disconnect the bios battery and then short the bios batteries + & - pins at the mainboard plug and take the ram out,

Leave the laptop like that for at least 1 hour (preferably overnight) and then reconnect everything as doing this will reset the EC and Chipset chips that could be causing the cpu multiplier abnormalities. Good luck and hope this helps you out further.
