CB311-9H-C1JW Won't Turn On - Bad Battery?
Battery was at about 50% but quickly turned off. Won't turn back on. Plugged it into to original charger and tried to charge. Battery LED remained off. Tried other charges with no luck. Confirmed OEM charger worked by using to charge another device. Removed back panel and disconnected and reconnected battery.
Is this something that be fixed with a new ap19a8k battery? Or is it something more significant if it won't turn on and LED won't light up when plugged in?

It depends on how old the battery is, if more than 4 years it probably completed 1000 full charge cycles which is the lifespan of a Li-Ion battery. After 50% wear the drainage of a battery becomes non-linear with unexpected behavior much like what you described.

The Chromebook CB311-9H is a 2019 laptop model and if the battery is still the oem Acer battery then it needs replacing as that is where your problem is if the adapter is working and charging,
