Slight electrical tingle A515-51G

I had to get a new charger because the original one is broken in one section. The replacement charger is off-brand and the only actual difference I can see is that it is 1.6V instead of 1.7V like the original.

Only when it is plugged in even at 100% there is the slightest electrical tingle when I run a finger along the palm rest, but If I hold my other palm against another section of the palm rest and do it I can't feel it, so it must be something to do grounding.

I have recently replaced the keyboard which was in a bad way but now it works nicely though I did not bother making new rivets it fits enough without.

Would it be more likely the current is because of my new charger is not grounded, the lower voltage, or because of some internal component sitting poorly?

I never noticed it with the old charger but it broke so soon after replacing the keyboard I can't tell what has done it or how to fix or ground the charger.
