HP Laptop fails to detect ACER MONITOR AL1511 despite new VGA to HDMI cable

I have a HP laptop and the above monitor, with a AVG to HDMI cable, turn monitor on flashing orange/green light but can’t connect with lapto?
When I turn the monitor on while not connected, should I be able to use the front buttons to show menu? As currently can’t
Any help would be great

    So the monitor is 15", around ten years old and has only a VGA port? I believe it's limited to 1024x768 resolution at 60Hz. Make sure that's what the laptop is sending out. If the laptop is running Windows you may have to set it to extend to the monitor instead of duplicate or else the laptop will try to send the wrong signal.
