Need help getting a Th3p4g3 e-gpu dock to run with my AN16-41-R0QU.It starts than goes to standby

Recently bought an Th3p4g3 e-gpu dock to connect a rtx3090 to my AN16-41-R0QU. Whenever i connect the dock to one of the laptops usb4 ports, it starts, then shortly after goes back into standby. Under windows setting > usb > usb4-hubs and devices "adaptertek -tamales2 85w test" appears, but neither the gpu fans start spinning or the monitors find a signal.

    You must be doing something wrong, follow this EXP GDC TH3P4G2 / TH3P4G3 THUNDERBOLT GPU DOCK REVIEW as it shows how to setup this dock up in their test session and how to setup the Thunderbolt part of the connection also.

    Note: Turning on the SFX PSU will cause a blue LED labelled ‘Standby’ to activate. Once plugged into a host device a second green light labelled “START” will activate and power will then be delivered to the GPU. Hot plugging the device to my ThinkPad L13 Gen 2 initially caused an error in Device Manager, however restarting the laptop with the eGPU attached removed this error and Windows began installing the automatic GPU drivers. Once Windows has installed the drivers, the device is essentially ready to use, however I would recommend installing the latest drivers for your installed GPU and following this guide for advanced setup configuration. The TH3P4G2 will cut power to the GPU when the host system is shutdown, however it will remain active if the host is only in sleep mode.

    So repeated the hot plugging and restarting steps and tried that for both usb4 ports on the back. The nvidia driver i had installed previously. The key difference is me on an amd cpu not having access to thunderbolt. I cannot repeat troubleshooting related to these instructions. I also went into the uefi of my laptop but the only usb related setting was for waking on usb iirc. Next steps for me will be to test on other devices, to see if the dock works and testing an amd gpu to see if maybe that could be a thing.
