What is the model of your Aspire TC-XXXX desktop, is it the TC1780 as all the Aspire TC desktop models with the USB 3.2 Gen1 Type C Port - Use this port to connect USB3.2 Gen2 Type C device have this port soldered onto the front of the mainboard to protrude outside the case and if this port does not work then it must be because its pins have a connection problem to the mainboard as its disconnected and lose and not making 100% contact with the mainboard and/or it could also be that the USB-C port is faulty and needs replacing. You need to take your TC-XXXX desktop to a technician that has a microscope and the soldering tools to fix this problem and replace the USB-C port. Good luck.

There have been a lot of TC models over the years. IIRC they have been building different ones for more than ten years now. Your full model number is usually on the same sticker as your serial number, it should look something like TCxxx-xxx-xxxx. Needless to say, the earliest ones didn't even have USB-C since that wasn't introduced until after 2014 when the standard was first set.
