No. They are Windows library files used by other programs, applications & Windows itself. There is no way that I can guess which programs and apps that you manually installed yourself that depend on these files. If you start deleting them or stopping them, you could corrupt your own installations or Windows itself.

There is no safe way to remove library files without risking corruption except by wiping the boot drive of the Acer OEM factory Windows version and installing the generic Microsoft version of Windows. If you do that, certain hardware devices might not work properly due to the proprietary Acer mainboard.

Search Windows menu 'uninstall'. Click 'add or remove programs' near top of menu. Click Acer Care Center. Click 'uninstall' button.

Many of these 'services' are libraries upon which other apps and programs depend on to run properly. Library services are not tied to any one specific app or program but used by many. If you start deleting, stopping or disabling them in for example Task Manager. you will affect other apps and programs besides Acer Care Center.

If you want to tinker with these libraries at your own risk to see what happens when you disable or stop them from running in the background, press WIN+R. Enter 'services, msc' where you should find dozens of them listed. Right click on the ones running in the background for options to stop them.
