Acer nitro 5 an515-53 stuck in a recovery cycle when turned on

it keeps saying this and won't change. I bought this laptop online and it's had a TON of issues so far... Acer nitro 5 an515-53. please help I can't get to any other screen.

    Boot with a Windows recovery disk, if you don't have that disk make one on another PC with the same Windows version: Insert a USB +20GB flash drive in the USB port of the Windows PC, boot to Windows and tyoe Recovery disk in Search, it may take an hour on a slow PC to create. Boot with this flash drive your laptop with F2 and move the flash drive to the top of the boot devices list in BIOS Boot Tab. Save settings in BIOS and exit. Boot with the Recovery disk and in Troubleshoot-Advanced click on Reset this PC without losing your files, if that fails do a complete reset losing your data.
