P07-640 CPU does this model PC has PWM or voltage based CPU fan headers

Can anyone from Acer tell me if this model PC has PWM or voltage based CPU fan headers? See my attached images. 1 image is of the p07-640 mobo as per what I found on this support site in another thread (matches what's in the user manual), the other is an image from Noctua showing how cpu fan headers work. I have tried connecting my Noctua NH-D15 cpu cooler (stock cooler on this model is TRASH, no offense Acer engineers) to both the CPU fan header, Sys_1, Sys1_2, etc. According to the mobo documentation I attached, the bottom right header should be the water cooler pump (primary fan here?) and the upper right should be for the liquid cooler fan. Is this not how this works? I wonder now as I'm typing this, if the bottom right header only provides additional power to the pump and not full fan control. It doesn't add up though because it's labelled as CPU-Fan and described in the documentation as "CPU cooling fan / water pump connector". Again, is this voltage based or PWM?

The reason I ask all this is because no matter how I connect this cooler, I cannot get fan control in PredatorSense. The fans are working VERY well, much better than the stock water cooler. Max temps so far are upper 70's under max load (game in 4k, ultra settings, 4k textures, full HDR, etc) and also while benchmarking. Previously I was getting upper 80's, low 90's and LOUD. This new cooler is MUCH more quiet but it has a low frequency whine which tells me this is probably running at full bore, given that PWM does not appear to be active.

Please tell me if these headers support PWM and if so, the optimal way to connect this cooler. This is the Noctua NH-D15 Chromax dual tower air cooler. It's MASSIVE and heavy and was fun to install but seems to be a far superior cooler to the stock liquid cooler. Thank you!

    I recently stumbled onto the same confusing behavior from the CPU_FAN header. I drew a similar conclusion that it seems they only intended for it to run the pump. It's ironic because it was running the pump WAY too hard. That was part of my motivation to replace the cooler with a Noctua NH-U9S. I kind of wish I'd gone for the NH-D15 but the NH-U9S gets the job done. Regardless, Predator Sense can't control the fan when it's connected to CPU_FAN and runs the fan at max. It's very odd. It seems the "cpu fan" that predator sense controls is actually the upper left.
