Low gpu and cpu usage, cant hit my desired frames

in Nitro Gaming

In gaming my cpu and gpu usage cannot go up than 30%-40%. Im trying to hit 144 fps on my games and i know with rtx 3050 and ryzen 5 6600u it can hit 144 fps but its not utilizing the components at max of it. Temperatures are mostly around 45 C (Never went higher). Im playing all my games on low just how I prefer them and i dont know why its just not utilizing more of my gpu and cpu. If someone knows a solution would mean a lot. Sorry for bad english. Laptop model is NH.QGXEX.006

    Are the games you're playing support 144hz?

    1. Open task manager, and select the game your playing inside the Processes tab.
    2. Right click and press open file location.
    3. Copy the path in the Address Bar.
    4. Press S + Windows Key then search and choose "graphics settings".
    5. Press Browse inside the Graphics Settings and paste in the path inside the address bar. Then choose the exe associated with your game.
    6. Find your game inside the list in Graphics Settings and then click on options. Choose high performance.

    I already tried that, put my games to high perfomance but it still doesn't change stuff
