Aspire A515-56-347N Second SSD detected in BIOS but not Windows if Plugged Into On-Board SATA Port

I added a 240 GB Micron Crucial BX500 to my Aspire A515-56-347N and it can be seen in the BIOS but not in Windows. It can only be seen and initialized using my USB 3.1 to SATA cable. I removed the battery to ensure the ribbon cable was connected to its plug and reseated it. When plugged into the on-board SATA cable, the BIOS only detects it. I cannot find any BIOS option for enabling the drive. Does my laptop have a bad BIOS?

Windows S mode is disabled.
