Could be a faulty adapter, check with a multimeter the DC output at the barrel pin of the plug. Next possibility is a dead battery cell, run a Windows Battery Report and check the last full charge capacity and battery life left (hours). If everything checks out OK and it still is not charging, reset BIOS, in BIOS press F9 (reset) and save settings on Exit (F10). Boot to Windows and uninstall the 2 battery drivers in Device Manager:

That is a Windows booting issue, you have a rogue driver or corrupted system file that slows down Windows starting. Uninstall bloatware, 3rd party AV and browsers, disable all your startup apps and programs in Task Manager Startup tab and see if that helps. Run Storage Sense and scan your boot drive for redundant files and junk, click on the Temporary Bin at the left bottom of the Storage Sense windows and scan caches, temp. folders and old Windows update records like OldDos, it may find hundreds of GB that you can purge, open Device Manager and uninstall all drivers with yellow exclamation marks and Unknows Devices, also in Hidden Devices.

Boot in Safe Mode, if that is fast you have incompatible drivers and services that cause windows to stall the booting, Safe Boot (Msconfig.exe) is the way to determine what service(s) is the problem, booting with Base Video only will indicate if you have a corrupted display driver.

Finally refresh your system image with the Command Prompt opened as administrator, make sure internet is working:
Dism.exe /online /cleanup-image /restorehealth that should complete successfully, rerun DISM if it hangs, abort with the Esc key, don't turn off your laptop or "close" a process with the Power Button that corrupts files.
Than run this command in the same Command Prompt window: SFC /scannow that should end with "Found no integrity violations" rerun SFC till you see that.
Google the web also for Slow Booting issues this is a common issue with slow HDDs and limited RAM, clean and a well maintained system helps a lot but you may want to upgrade your hardware or consider a larger laptop with Intel i7, 12th Gen CPU and IrisXe.
