It depends on your Windows version, if you have Single language version you won't be able to change the display language and you could only add new keyboard or language to type but not change the display language in Windows. If you have the Mutiple language version of Windows read this:

Thank you. Much appreciated. However, (BTW, just as an aside, I'm a 77-year-old geezer who has spent his whole career in the computer industry up to Director level and including finally retiring as Manager, Training Resources & Customer Service for a robust, Windows-based, medical operating system…just saying) I have spent literally HOURS trying to figure out how to 'type', into a stupid little email message the "1/4"…or "1/2"…or "3/4" which appear on the lower right 3rd of the keys ) 0, _ -, and + =, respectively, found in the second row of keys on my keyboard down from the top.
I had previously received a number of similar 'Help' responses that all I have to do is to "temporarily change" my Keyboard function to French. I DO have an "Fn" key but nobody has yet told me how to make it work. I can't BELIEVE I have to go through all the trouble of changing my Windows language when, to me, it has absolutely nothing to do with Windows and what I see on my screen, etc.
Thanks again and I hope you get my humble drift.
    CHEERS!

I am 78 and use "special" keys at will in Windows11. My trick is WinWord (Office16), insert any symbol in a new Word document (takes 1 minute) copy that symbol to Clipboard and paste the symbol in anything that is open online/offline, if paste does not work (banking sites) use Ctrl+V. Fractions in e-mails are formatted automatically if you use Outlook desktop (Office16) and Outlook also has "Insert Symbols" in the New e-mail menu so no need to use Word for special characters. 😉
