What do I need to upgrade where I can stream on YouTube and play games on

hey I was just wondering if anyone has any cheap recommendations to turn the pc in the photo into a pc where I can stream on YouTube and play games on

    You will be pushing to get that old of a system doing much. Those were low end designs back in 2013, so ten years old now. Streaming on YouTube wants to have a bit more horsepower to go smoothly, and games tend to want even more. You can get the system running reasonably well by replacing the HDD with a SSD and maxing the memory out at 8GB, but that's about all that can be done with a reasonable price point.

    It depends if you consider your data valuable and are willing to change drives regularly or you can afford your drive to crash? Get a renowned hard drive from a renowned drive manufacturer like WD, Seagate, Samsung that make renowned and trustworthy SSDs, as recovering data from a faulty mechanical HDD or 2.5" SSD starts at USD $500 plus, so if you can afford to spend that sort of money, then get a cheap hard drive.

    would I be able to run games like overwatch on it if I install 2x 4Gb Ram and change to a ssd

    Not well. It will run Windows better with those changes, but it's not going to run any graphics intensives games well at all.
